Description of Responsibility: Lead and direct the strategic requirements of Independent Compliance Risk Management’s (ICRM) Sanctions Compliance function for Mexico, responsible for ensuring compliance with corporate and regulatory requirements in country. Develop and implement policies, procedures and regional guidelines to comply with the requirements and regulatory standards/corporate; define and develop in conjunction with the Global Head of ICRM’s Sanctions a strategic plan for the derivative of the defined global strategies. Provide specialized training and advice.

Specific responsibilities include:

  • Management and supervision of all aspects of Sanctions Compliance risks, including guidance and advice needed in the application and implementation of programs and policy; penalties for timely decisions regarding the feasibility of specific transactions and impact analysis on changes in regional sanctions programs;

  • Provide expert Sanctions advice to business managers, compliance officers, and AML Compliance Officers, in Mexico, in relation to the risks associated with new products and new businesses to design the necessary mitigating controls that reduce the risk exposure Sanctions;

  • Define and provide strategic coordination and effective implementation of a framework of controls Sanctions in the region, developing management metrics and trend analysis;

  • Establish minimum standards for Mexico business including training requirements and training material development and delivery of training Sanctions risks and monitor its implementation;

  • Act as primary contact with Internal Audit for handling issues of Sanctions; direct and monitor the corrective actions required to ensure their effective implementation;

  • Establish oversight and gain assurance of the end to end sanctions compliance landscape and infrastructure in Mexico.

  • Coordinate with Legal Sanctions and ICRM Sanctions reporting requirements and reports in order to respond to explicit requests from the US regulator; identify need for preparation and application specific OFAC licenses;

  • Approve the continuation of a relationship / operation / implementation of new product after analyzing the potential risks associated Sanctions;

  • Define guidelines / frameworks and implement direct controls and processes for implementation of regional procedures to improve / strengthen processes Sanctions;

  • Definition and approval of changes / improvements in regional processes and / or local implemented for screening processes;

  • Support the episodic deal review process by providing SME support on deals which have been referred by the AML team for sanctions concerns;

  • Support the KYC review process by providing SME support on new files and file reviews which have been referred by on-boarding for sanctions concerns;

  • Assist in developing, implementing and monitoring Sanctions risk indicators and metrics;

  • Monitor IA reviews, issues and CAP’s;



  • Bachelor Degree - Economic-Administrative or Legal;

  • Master's Degree - MBA or Legal Preferred;

  • 10+ years’ experience as a manager in a Financial company;

  • Knowledge of OFAC Regulations and Corporate Policies: Sanctions Screening Policy and Standards; Process design, system design; multifunctional handling of projects;

  • General knowledge of international sanctions programs (i.e. UN) and local programs applicability of sanctions; operation generally known tools used for screening processes (Global interdict, Citi Screening);

  • Knowledge of AML/AB&C or other financial crime laws/regulations a plus;

  • Knowledge of technological applications used in different businesses; deep knowledge of policies and processes and general knowledge AML Compliance Policy;

  • Strong project management skills; ability to plan, prioritize, multi-task, and complete projects in a timely manner;

  • Ability to think critically and respond to the time-sensitive needs of the business;

  • Demonstrated ability to prioritize and drive results with a high sense of urgency;

  • Advanced/Fluent in English;
